Spotsylvania County Public Schools (SCPS) staff and school board follows all state and federal laws regarding substance abuse policies and practices. There is no Virginia Code or law requiring school divisions to drug test all employees. Currently, Virginia Code requires school divisions that hold a Commercial Driver's License (CDL) for their position to be drug tested. Spotsylvania County Public Schools fully complies with this state and federal requirement.
Testing other school division employees is a local policy driven decision. At this time, out of 131 school divisions in Virginia, none have a policy for pre-hire testing and random testing for all school staff. On July 13, 2026, the Spotsylvania County School Board discussed drug testing additional staff. The outcome of the School Board’s action was to keep the current practices and policies in place regarding staff drug testing.
In addition to drug testing staff that hold a CDL for their position. Since July 1, 2024, SCPS’ substance abuse practices include:
Requiring all SCPS employees to annually complete an online training module on
“Drug Free Workplace.” This training module includes the following resources: Employee Assistance Program (EAP) Flyer, EAP Website, Drug and Alcohol Rehab Facilities, and School Board Policies GBEA, GBEA-R, and GBKA.
Requiring all administrators/supervisors complete annual training on Reasonable Suspicion for Drug and Alcohol Use in the Workplace.
Providing EAP information, Anthem’s Aspire365, and Gaggle Teletherapy at new hire benefits orientation.
Annually ensuring that posters and information are available at all school sites and offices regarding available staff support resources.
Providing access to an Anonymous Tip Line to staff, students, and the community to report anyone suspected of being under the influence.
Spotsylvania County Public Schools employees who violate school board policies will face disciplinary action up to and including immediate termination for violations.
