The Spotsylvania County School Board appointed Mr. Kelly Guempel interim superintendent on Monday, March 25, 2024, during their special meeting. Mr. Guempel will serve as the interim superintendent while the Spotsylvania County School Board conducts a superintendent search.

 “We are confident that Mr. Guempel will provide continuity for the school division as the interim superintendent while we conduct the superintendent search,” said Board Chair Lorita Daniels. “He already knows the staff and schools and has served in this role previously.”

Prior to this appointment, Mr. Guempel has been Spotsylvania County Public Schools’ (SCPS) deputy superintendent and chief academic officer since November 2022. He has 29 years of education experience to include classroom teacher and school administrator. He attended Virginia Commonwealth University and graduated with a Bachelor of Science degree in Health & Physical Education in 1995. Mr. Guempel earned his Master’s Degree from VCU in 2006 in Administration and Supervision. In 2020, Mr. Guempel earned his Education Specialist degree in Central Office Leadership from the American College of Education. He holds a superintendent license and is currently completing his dissertation for his doctorate. Mr. Guempel served previously as SCPS’ interim superintendent from July 2022 to October 2022. 

“My intention is to support the transition to ensure that the school division continues to provide a safe and positive learning environment,” shared Mr. Guempel. “I will continue to keep our students and staff the main focus and look forward to working with the School Board as we finalize the FY25 budget.”

The Spotsylvania County School Board has scheduled a special meeting on April 3, 2024, at 6 p.m. at 8020 River Stone Drive, Fredericksburg, VA 22407 to discuss the superintendent search.


As per the Code of Virginia, statute §22.1-60, the School Board has to submit within 120 days of the vacancy to the Superintendent of Public Instruction the status of appointing a Superintendent of Schools and may be granted additional time up to 180 days to fill the position.
