The Spotsylvania County School Board appointed Dr. Deborah Frazier to serve as the Chief Academic Officer of Spotsylvania County Public Schools (SCPS) at the August 5, 2024, School Board meeting. Dr. Frazier has over 39 years of educational leadership experience with 26 years in Spotsylvania County Public Schools.

“Dr. Frazier’s extensive instructional experience and institutional knowledge will be a tremendous asset for the Division as we implement the instructional changes from the Virginia Department of Education,” said SCPS Superintendent Dr. Clint Mitchell. “Her community and state connections will continue to make positive impacts for our students and families.”

Dr. Deborah Hamilton Frazier, a distinguished educator and community leader, has made significant strides in the field of education and public service. Her academic credentials include a Bachelor’s and Master’s degrees from South Carolina State University, a Master’s degree from Furman University, and a Doctoral degree from Walden University.

She has served as assistant principal and principal in Spotsylvania County Public Schools for 28 years and currently serves as principal of Chancellor Middle School. Under Dr. Frazier’s transformative leadership, Chancellor Middle School achieved full accreditation within a year. She has also established numerous business partnerships to mentor and develop students. 

“Together, we can embrace positive change, be unified in our actions, and seize every moment to make a difference in the lives of our children as well as our community,” shared Dr. Frazier. “I look forward to continuing to serve Spotsylvania County Public Schools as the Chief Academic Officer.”

During her 15-year tenure as Principal of Harrison Road Elementary School, the school received several prestigious awards, including The Governor’s VIP Competence to Excellence Award, The Board of Education Excellence Award, and The Title I Distinguished Award.

Dr. Frazier’s extensive leadership experience includes serving as Co-Chair of the Governor’s SOL Innovation Committee, where she contributed to significant educational reforms. She has

been a vocal advocate for education, engaging with the General Assembly and U.S. Congress to support vital legislation such as the Every Child Succeeds Act of 2015 and the Individuals with Disabilities Education Act (IDEA).

Her roles have spanned various leadership positions, including President, Past-President, Director of the Virginia Association of Elementary School Principals, and Zone 3 Director for the National Association of Elementary School Principals. In 2018, the U.S. Department of State sponsored Dr. Frazier to share her insights at the Southeast Asia Conference in Athens, Greece.

Additionally, Dr. Frazier serves as a member of the Board of Supervisors for Spotsylvania County. Her service includes Trustee for Spotsylvania Regional Hospital, Commissioner for the Potomac Rappahannock Transportation Commission, Commissioner for the Office on Youth in

Fredericksburg, Alternate Commissioner for the Virginia Railway Express, and Member of the Public Safety Committee (Sheriff, Fire & Rescue, Emergency Medical Services).
